The presentation will argue that the movement to implement HIT shares or reflects the market failures of health care and that the modest attempts to correct HIT market failure, such as EMR subsidies, still leave us short of the inflection point. It canvasses four possible explanations for the difficulties faced by HIT in its bid to disrupt health care.
