The ongoing public health crisis in Flint, Michigan, caused by the presence of high levels of lead in the city's drinking water, demonstrates the unique relationships between state governments and their poorest cities. This year’s symposium will will explore how budgetary constraints, inter-govermental dynamics, and the media influenced the crisis in Flint. April Keaton and Ryan Heeb, the 2016 Program on Law and State Government Fellows, want their research and this year’s symposium to lead to a better understanding of the capacity and limits of state governments in today’s United States.
Ryan looks forward to sharing his remarks, The Limits of the Federal Government: Rethinking the Reliance of States on the Federal Government in Times of Crisis, and exploring possible changes that would increase state governments’ abilities to respond to instances of crisis.
April has focused her research on the relationships between the State of Michigan, the City of Flint, and private service providers in addressing Flint's budgetary issues and the resulting consequences that lead to Flint's current water crisis. In her remarks, The Evolution of Cities as Economic Engines and Service Providers, April will look at the changing responsibilities of cities to compete for revenue and to meet the needs of their residents.
