The biannual Counter-Terrorism Simulation exercise for students from IU McKinney and the IU School of Public and Environmental Affairs (SPEA) will take place in the morning, followed by a CLE speaker in the afternoon.

Shawn Boyne, Professor of Law; Mosaic Faculty Fellow; Co-Director JD Program Evaluation; Chair, Global Crisis Leadership Forum
Shawn Boyne joined the faculty in the summer of 2008 and currently teaches courses in cybercrime, criminal law, criminal procedure, and national security law. Prior to joining IU she was a DAAD Post-doctoral fellow at the Max Planck Institute of Foreign and International Criminal Law in Freiburg, Germany, as well as a graduate fellow with the Institute for Legal Studies at the University of Wisconsin Law School. She has also been a visiting fellow with the Berlin Program for Advanced German and European Studies.
Early in her career, Professor Boyne served as a senior trial prosecutor for the State of New Mexico, specializing in the prosecution of child sexual abuse and domestic violence cases. She worked for several years as a defense attorney and served on the boards of several non-profit organizations dedicated to protecting the rights of children. As a law student, she served on the staff of the Southern California Law Review and was the co-founder of the Southern California Review of Law and Women’s Studies. She received U.S.C.’s Warren J. Ferguson Award for the best essay on social justice for her early research that examined the conditions of incarceration of HIV-positive women in the California prison system.
Professor Boyne’s research interests span the intersection of the fields of criminal law, politics, and culture. Her recent scholarship examines the meaning of prosecutorial "objectivity" in Germany's civil law system. In both 2011 and 2016, the American Society of Comparative Law selected one of her draft papers for discussion at its annual works-in-progress workshop. She has presented papers at the law schools throughout the U.S. as well as at conferences in the Austria, China, France, Germany, and the United Kingdom.
Professor Boyne recently published a comprehensive ethnographic study, The German Prosecution Service: Guardians of the Law? (Springer 2014). The book explores the factors that shape prosecutorial discretion in Germany's civil law system and argues that organizational and political factors shape prosecutorial decision-making. She also is one of the co-editors of the Comparative Law Professors Blog which tracks and highlights developments in the field of comparative law.
In the classroom, Professor Boyne strives to introduce innovative teaching methods that hone students' leadership and advocacy skills. On biennial basis, students in her Comparative National Security Law Seminar join with students from IU's School of Public and Environmental Affairs to participate in a full-day counterterrorism simulation. The 2009 simulation was the basis for the documentary aired on public television entitled, "Tough Decisions: Defending the Homeland." The documentary won a regional Emmy award in 2011. Seeking to expand the law school's leadership training programs, Professor Boyne serves as the law school's chair of the Global Crisis Leadership Forum. The forum aims to hone the crisis decision-making skills of students as well as the public and private sector communities.
During her tenure at the law school, Professor Boyne has received an IUPUI DRIVE Fellowship, a Trustee’s Teaching Award, as well as a Prestigious External Award Recognition (PEAR Award). She is a three time recipient of a John S. Grimes Research Grant and has been elected as a Fellow in the European Law Institute (ELI). Professor Boyne is an affiliated faculty member with Indiana University’s Institute for European Studies. From 2015-2016, she participated in IUPUI's Next Gen 2.0 leadership development program. During the 2016-17 academic year, she will participate in IU's Mosaic Faculty Fellow Program.
Tony Green, Chief Counsel for the Indiana Public Retirement System (INPRS), and Adjunct Professor IU McKinney School of Law
Mr. Green provides counsel on all legal matters and also acts as a corporate secretary to the Board of Trustees to the Indiana Public Retirement System - employing over 280 personnel with an annual budget of over $387 million. In addition to his duties at INPRS, He is an Adjunct Professor of Law at Indiana University Law School at Indianapolis where he teaches courses on Military Law and National Security and Defense.Prior to serving in his current capacity, he was engaged in private practice as an associate attorney for Barnes and Thornburg law firm. His public service career also includes an extensive military background with the United States Air Force, Air Force Reserve and Indiana Air Guard as a Judge Advocate, an instructor pilot and an aircraft commander, among several posts he has held. He currently holds the rank of Colonel and is the State Judge Advocate for the Indiana Air Guard where he supervises five military attorneys. During his service history, Mr. Green received five air medals for combat and combat support missions and seventeen military achievement awards. He received his Bachelor of Science degree from the United States Air Force Academy, an M.A. in Political Science from Ball State and his J.D. from the McKinney School of Law.
Jim White, Public Safety Lecturer
School of Public and Environmental Affairs
Jim White joined SPEA IUPUI in 2002 as an adjunct professor and became a clinical lecturer in the public safety management program in 2006. He is a retired member of the Indiana State Police and former Deputy Director of the Indiana Law Enforcement Academy. Jim's extensive public safety background includes over 37 years of military service with duty in Iraq in 2004 and assignments as a security planner for the 1993 World University Games, the 1994 World Cup Championships, the 1995 World Rowing Championships, the 1996 Atlanta Centennial Olympics and the 2003 National Governor's Conference. Prior to joining the faculty, Jim served as the Director of Emergency Management for the City of Indianapolis and Marion County.
