His election experience started with a local observer organization in 2002. Afterwards, he moved to the Central Elections Commission of Georgia as a senior legal counsel, where he drafted regulations and guidelines for various stages of elections.
Since 2005, he has provided election assistance to 18 different countries, including Liberia, Somalia, South Sudan, Afghanistan, Iraq, Bangladesh, Turkmenistan, Moldova, and Rwanda. He collaborated with the United Nations, IFES, Carter Center, International IDEA, and other international organizations. His work included drafting election laws and referendum regulations as well as training election officials and other election stakeholders.
He was a keynote speaker on a number of international election and legal conferences, including the American Bar Association 2018 Paris Conference, Liberia International Legal Conference of 2012 in Monrovia, and the 4th Annual Election Administration Conference in Tbilisi, Georgia 2014.
As part of his legal practice in Georgia, he assisted local enterprises in major merger deals and corporate transactions, including multi-million USD loan agreements from OPIC, EBRD, and others as well as several multi-million USD acquisition deals, including the Basis Bank acquisition.
He also helped foreign clients negotiate tax breaks vis-à-vis large investments. Mr. Tskhakaya also provided legal assistance to international investors and local start-ups.
He is a member of the Georgian Bar Association and serves as an arbitrator at the Dispute Resolution Center in Tbilisi, Georgia.
