Justice Flerida Ruth P. Romero, Judge of the Administrative Tribunal of the International
Labour Organization (Geneva), is concurrently President of the Administrative Tribunal
of the Asian Development Bank. A retired Justice of the Supreme Court of the
Philippines, she is a member of the Board of Visitors of the IU School of Law-
Bloomington, where she obtained her LL.M. and LL.D. (honoris causa) degrees.
A member of the International Honor Societies of the Phi Kappa Phi and Pi Gamma Mu,
Justice Romero obtained her A.B. and LL.B. degrees from the University of the
Philippines (U.P.). After obtaining her graduate degrees at IU, she taught at the U.P.
College of Law for over twenty years and was concurrently director of the U.P. Law
Center for six years. She capped her academic career at the U.P. with an appointment to
the policy-making Board of Regents.
After the People Power Revolution of 1986, during which Corazon C. Aquino rose to the
Presidency of the Republic of the Philippines, Justice Romero was appointed Secretary
General of the Constitutional Commission of 1986. Upon the ratification of the constitution,
she became Special Assistant to President Aquino. In 1991, she was appointed
Justice of the Supreme Court of the Philippines, where she served until 1999. Her
numerous awards and citations include the prestigious "Outstanding Filipino (TOFIL) Award in Justice/Law" (2000); "Phi Kappa Phi Diamond Jubilee Award" (2003); "The Outstanding Woman in the Nation’s Service" (TOWNS) Award in the field of law (1974 and 1999); Outstanding Manilan in Law (1994) and others.
Currently, she is actively engaged in the arbitration of international and domestic commercial
disputes and continues to be involved in the Committee on the Revision of the
Rules of Court of the Supreme Court of the Philippines.
