The Indiana University Robert H. McKinney School of Law and its Hall Center for Law and Health launched a major initiative in 2011 in biomedical and health industry compliance law. It sponsored the Inaugural Eleanor D. Kinney Health Law and Compliance Conference on September 21, 2011. That conference provided a great opportunity for federal and state government attorneys, compliance officers, in-house counsel, and private practitioners to learn about the latest developments in law and compliance. This year the initiative continues with the 2nd Annual Eleanor D. Kinney Health Law and Compliance Conference on September 19, 2012. The focus of this year's conference is law and compliance, with particular emphasis on emerging compliance trends, ethics, fraud and abuse, enforcement, and pharmaceutical and manufacturing issues.

All registrations must be received by Friday, September 14, 2012. Cancellations after Friday, September 14, 2012 will not be refunded. The registration fee of $110.00 for 6.5 hours of CLE credit, includes materials, refreshment breaks, and lunch.

Speakers

Keynoter Speaker: Anne Nobles is the senior vice president, enterprise risk management, and chief ethics and compliance officer of Eli Lilly and Company. She is a member of the company’s executive committee and chairs the compliance and enterprise risk management committee. Nobles received a bachelor’s degree, summa cum laude, from Harvard College in 1978 and a master’s degree from Harvard University in 1979. She earned her law degree, magna cum laude, from Georgetown University in 1984, where she served as an editor of the Georgetown Law Journal. Nobles joined Lilly in 1990 as manager of public affairs. In 1992, she was named manager of medical and regulatory affairs. She was promoted to director of public policy planning and development in 1994 and, in 1998, was promoted to lead the business-to-business organization in Lilly’s U.S. affiliate (Lilly USA). In November 1999, she was named the Strattera Ò product leader. In 2003, Nobles was promoted to vice president of corporate affairs. Prior to joining Lilly, Nobles was an attorney at the law firm of Bose, McKinney & Evans LLP. She has held several public service positions in Indianapolis, including Indiana securities commissioner and executive assistant for fiscal policy to Indiana Governor Evan Bayh. She has served on a number of state and local commissions and not-for-profit boards, including her appointment as the first chairwoman of the Indiana Commission for Women.
Nobles is a member of the board of directors for IU Health and Citizens Energy Group. She is a member of the executive committee of the board of directors of the Ethics and Compliance Officers Association and a member of the Committee of 200.

David S. Cade is the Deputy General Counsel of the U.S. Department of Health and Human Services in Washington, D.C., where he has served since 1999. He is the highest ranking career official in the Office of General Counsel and he supervises all regional legal activity as well as personnel matters, budget formulation and budget execution. Prior to his service as Deputy General Counsel, he was Director of the Family & Children’s Health Programs Group in the Health Care Financing Administration and a member of the Office of General Counsel’s Health Care Financing Division. He serves as the chair of AHLA’s Council on Diversity (2009­2011), and has been a member of the Diversity Council since 2006.
