Bio
Frank Sullivan, Jr., was appointed Professor of Practice at the law school in August, 2012, after 19 years of service as a Justice of the Indiana Supreme Court. In December, 2018, he was named an Indiana University Bicentennial Professor.
A popular instructor who is active in the legal profession and the Indianapolis community, Sullivan has been recognized for his teaching and service with a number of awards since joining the faculty.
At the law school, Sullivan teaches five business and commercial law courses, Constitutional Law, and a sixth course based on his judging experience. He received the Indiana University Trustees Teaching Award in 2016 and 2023, was named a Dean's Fellow in 2022, and the law school’s students awarded him their Red Cane Award (“Best New Professor”) in 2014 and their Black Cane Award (“Most Outstanding Professor”) in 2015, 2018, and 2024. At the law school's celebration of its 125th anniversary in September, 2019, its Alumni Association named Sullivan an honorary alumnus.
Sullivan has been recognized with the American Inns of Court Professionalism Award for the Seventh Circuit (2017); Martin University [Indianapolis] Community Service Award (2018); and induction into the South Bend [Indiana] Community Hall of Fame (2011).
Sullivan is a Commissioner from Indiana to the Uniform Law Commission (ULC) (also known as the National Conference of Commissioners of Uniform State Laws) and a member of the American Law Institute (ALI). He was a member of the ALI-UCC Joint Drafting Committee for the 2022 Amendments to the Uniform Commercial Code (UCC), an extensive revision of the nation’s basic commercial law that responds to developments in electronic commerce. The 2022 Amendments are now being considered for adoption by the states.
By appointment of the Governor of Indiana, he is a member of the Indiana State Employees’ Appeals Commission and the Indiana Business Law Survey Commission. Under the auspices of the latter, he led a task force that drafted a major consolidation and harmonization of administrative and transaction provisions in five Indiana business entity statutes; the legislation was enacted in 2017.
From 2019 to 2023, Sullivan was the President of the Indianapolis Civilian Police Merit Board, responsible for policies and procedures regarding the recruitment, training, promotion, and discipline of the sworn officers of the Indianapolis Metropolitan Police Department. During the same time period, he was an Adviser to the ALI’s project that developed principles of the law governing police practices such as use of force, search and seizure, and police questioning.
Appointed to the Indiana Supreme Court in 1993 by Governor Evan Bayh, Sullivan authored approximately 500 majority opinions during his tenure addressing a wide range of criminal, civil, and tax law issues. Sullivan was also active in the Court’s administrative work where he chaired its multi-million dollar project to equip all Indiana courts with modern technology to manage their caseloads and exchange data with those who need and use court information.
While on the Court, Sullivan was active in the Appellate Judges Conference of the American Bar Association, serving as its Chair in 2008-2009 and Chair of the Board of Directors of its affiliated Appellate Judges Education Institute in 2009-2010. He has been a leader since its inception of the ABA’s Judicial Clerkship Program that encourages law students from historically underrepresented groups to seek judicial clerkships, and has been recognized for promoting racial and ethnic diversity in the legal profession by both the Indiana State and American Bar Associations.
Prior to his appointment to the Indiana Supreme Court, Sullivan served as Indiana State Budget Director (1989-1992) and Executive Assistant for Fiscal Policy to Governor Evan Bayh (1993) during which time he directed the preparation of the Bayh administration’s budget proposals and oversaw implementation of state budgets passed by the Legislature. Prior to state service, he practiced corporate finance and securities law in the Indianapolis office of Barnes & Thornburg, Indiana’s largest law firm. He served on the staff of former U.S. Rep. John Brademas from 1974 to 1979, ultimately assuming the position of administrative assistant and staff director.
