Professor Quigley Discusses Healthcare Plan with Indiana Public Media

Indiana’s Medicaid plan, which requires participants to pay into an account monthly in order to receive coverage, has resulted in many people losing their coverage because of allegations of missed payments. Professor Fran Quigley, ’86, discussed the issue some are having with the Healthy Indiana Plan, or HIP 2.0, for a story published by Indiana Public Media on January 11. The story was also published by WFYI.
The result is that people are being denied coverage. These kinds of mistakes are “a completely predictable result of layering on a bunch of rules and entities,” Professor Quigley said in the story. “It’s supposed to be a small government, conservative solution, but HIP is the opposite of small government.”
Professor Quigley is a clinical professor of law, teaching in the Health and Human Rights Clinic. Clinic students advocate for rights on behalf of the poor.
