Professor Edwards and IU McKinney, Chulalongkorn University Students Research Unique Thai Case

A court in Thailand has granted extradition requests to the United States and Russia for the same defendant, Dmitry Ukrainsky, a native of Russia. Professor George Edwards has worked with law students at IU McKinney and Chulalongkorn University Faculty of Law to research extradition law. This is the first time a court in Thailand has granted extradition to two nations over the same defendant.
Ukrainsky is accused of stealing more than $28 million as part of a cyber bank fraud ring. He was in Thailand at a beach resort when he was arrested. The Thai court granted extradition to Russia last year, and to the U.S. on February 20.
IU McKinney students in Professor Edwards' international criminal law course in the Fall 2018 semester conducted research on extradition law. Professor Edwards is also a Visiting Fellow at Chulalongkorn University Faculty of Law, and he delved into extradition law with research assistant Khun Praewa. Professor Edwards is in the photo at right with Praewa.
Professor Edwards is the Special Assistant to the Dean for Inter-Governmental and Non-Governmental Organizations and the Carl M. Gray Professor of Law. He is also director of the Program in International Human Rights Law and director of the Guantanamo Bay, Cuba, U.S. Military Commission Observation Project and The Gitmo Observer, all of which he founded.
