IU McKinney Doctor of Juridical Science student Perfecto Caparas, LL.M. ’05, discussed President Biden’s executive orders dealing with refugees and immigrants during a live interview February 6 with KABAYANi TALKS, a television channel catering to Filipinos worldwide.
Caparas pointed out that Biden’s order to reunite children who were forcibly separated from their parents helps remedy the previous administration’s violation of the United Nations Convention on the Rights of the Child which the United States has signed.
Caparas, who also serves as IU McKinney’s associate director of graduate programs, stressed the right of refugees under international law not to be forcibly returned to their country of origin where they faced imminent death or persecution. He also lauded President Biden’s executive action giving DREAMers a pathway to eventual citizenship.
Praising the policy pronouncements and orders, Caparas expressed hopes that President Biden and Congress will enact a law protecting migrants and refugees.
