Professor Sullivan to Present Four CLEs in November

Frank Sullivan, Jr., Professor of Practice at the Indiana University Robert H. McKinney School of Law, will make four different continuing legal education presentations during November.
On November 6, at the Indiana Legislative Services Agency 2025 Continuing Legal Education Seminar, Sullivan will deliver a lecture entitled, “The 1866 Milligan Decision: Important Then and Now.” He will discuss Ex parte Milligan, the most famous U.S. Supreme Court case ever from Indiana in which the court granted habeas relief to a Southern sympathizer who had been convicted by military tribunal of treason during the Civil War. On November 12, at the Indiana State Bar Association Judicial Law Clerk Group’s monthly meeting, Sullivan will make a presentation titled, “Celebrating Two Enduring Speeches: The Gettysburg Address (1863) and "I Have a Dream" (1963).” His remarks will cover events leading up to the speeches, memorable passages, and subsequent civil rights legislation, and some remarkable connections between the two speeches. On November 13, at the St. Joseph County Bar Association 2025 Local Practice Seminar, Sullivan and U.S. District Court Judge Damon L. Leichty will present a retrospective of “The Court-Martial of George Armstrong Custer.” The full program was originally presented in 1998 at the Indiana University Maurer School of Law; Sullivan and Leichty participated along with U.S. Supreme Court Justice Ruth Bader Ginsburg. Custer and 263 American soldiers under his command were killed in the Battle of the Little Big Horn in 1876 and controversy over Custer’s performance – or lack thereof – has raged ever since. The Court-Martial project, devised by Maurer Professor David C. Williams, applied the techniques of legal analysis to investigate this historical controversy. On November 20, at the monthly meeting of The Law Club of Greater Indianapolis, Sullivan and former Delaware Circuit Court Judge Marianne L. Vorhees will tell the dramatic story of “State of Indiana v. D.C. Stephenson: The Prosecution That Brought Down the Indiana Klan.” Indiana Ku Klux Klan Grand Dragon D. C. Stephenson was convicted of murder and sentenced to life in prison one century ago. It was the beginning of the end of the Klan’s domination of Indiana politics thanks to a courageous prosecutor who eschewed the Klan’s control. Vorhees and Sullivan will also discuss the political and sociological environment in which the litigation occurred. Registration for this program is available through the Law Club.
