       Some township trustees in Marion County are failing the city’s most vulnerable residents through needless delays, denials, and underused funds. These are the findings of a year-long investigation of the township trustee assistance program by a coalition of service providers, legal advocates, and faith-based organizations.
        In “Marion County Township Assistance: Opportunities Seized; Opportunities Missed,” the coalition found a system falling short. The report is co-authored by the Greater Indianapolis Multifaith Alliance, Indiana Legal Services, the IU McKinney Housing, Health, and Human Rights Clinic, the Homeless Initiative Program of Health NET, and the Housing Justice Task Force of Meridian Street United Methodist Church.
        “Many people who qualify for help are being denied assistance, delayed in getting support, or turned away due to confusing and outdated rules. Despite having the funds and legal obligations to help, many trustees are not meeting their duty to serve our community effectively,” the report states.
        The coalition recommends that trustees allow walk-in applications, provide prompt responses to people seeking assistance, and use fair guidelines and available funds to provide more help in a time of housing and poverty crisis in our community.

    As we see every week in our clinical practice in eviction court, tens of thousands of Indiana tenants are living in dangerous, unhealthy rental housing, while Indiana’s laws and government systems have not provided them with the protection they deserve. IU McKinney student Jacob Purcell spent eight months researching Indiana’s housing conditions laws and practices and those of every state, as well as interviewing a dozen attorneys, scholars, and advocates in the field. Jacob's research and recommendations have already helped shape proposed legislation, and we believe this report will be a foundational document for tenant advocacy for years to come.

    The Housing, Health, and Human Rights Clinic at IU McKinney, along with the Indiana Justice Project, and the Economic Justice Clinic of the Notre Dame Clinical Law Center, released a report on the eviction crisis on July 28, 2021. The report, "How Indiana Courts Can Prevent Evictions: Responding to a Looming Public Health and Economic Crisis," outlines the scope of the challenge facing Indiana in the future, including the significant harm that flows from a mere filing of an eviction court action—what the report calls “The Scarlett E” reflecting its practically indelible mark that harms tenants for years after court proceedings have concluded.
